Houston City Council passes new floodplain building restrictions

After lengthy debate, Houston City Council approved new regulations April 4 that will impact homes built within floodplains. The new rules that passed 9-7 will require all new construction in floodplains to be built up 2 feet above the water level of a 500-year storm, a requirement critics such as Ed Wolff, chair of the Houston Association of Realtors governmental affairs advisory group, say will be costly for homeowners.
